As discussed in https://issues.apache.org/jira/browse/FLINK-15559

Currently, we did not set {{baseurl}}, which made broken links due to missing {{baseurl}} not easy to detect.

So I propose we add a {{baseurl}} to {{build_docs.sh}}'s -i & -p mode, for example  {{/projects/flink/local-baseurl}}
