Retested with Axis2 1.1.1 and this problem still exists.
The output xsd (which is modified by Axis2) doesn't have a XML processing instruction with the character encoding. The one provided as input is removed. And the special characters are not encoded in UTF-8 (the default) nor escaped with XML entities.

Retested with Axis2 1.2: seems to be fixed.
There is still no xml encoding declaration, but the default UTF-8 encoding is used, which is according to the spec.
