Earlier I had such configuration:

<Location />
.........
PerlSetEnv EMBPERL_ALLOW (\.epl$|\.html$|\.htm$|\.jpg$|\.gif$|\.css$)
PerlSetEnv EMBPERL_FILESMATCH "\.epl$|\.htm$|"
PerlSetEnv EMBPERL_URIMATCH   "\.epl$|\.htm$|"
..........
SetHandler perl-script
PerlHandler Embperl::Object
Options ExecCGI
.........
</Location>

additionally, i had problems with .jpeg and .gif files - they were
corrupted by EmbPerl

Now all works fine at <FilesMatch> context, sach as:

<FilesMatch ".*\.htm$">
        SetHandler  perl-script
        PerlHandler HTML::EmbperlObject
        Options     ExecCGI
</FilesMatch>

b6 uses native Apache configuration directives, so either say

EMBPERL_ALLOW (\.epl$|\.html$|\.htm$|\.jpg$|\.gif$|\.css$)
EMBPERL_URIMATCH   "\.epl$|\.htm$|"

(without the PerlSetEnv) or turn scanning environment variables on with

Embperl_UseEnv on

That's the reason why, it works with 1.3 and not with 20.b6, because per
default Embperl doesn't looks at the enviroment anymore.

Yes, this is because Embperl will only be called for Embperl files and for
nothing else
