Use the config-substitutions.properties for the Deployer remoteDeployAddress settings

By using the config-substitutions, if someone changes the base HTTP port, the deployer will be automatically updated.
Also, makes it a lot easier to setup multiple server instances and to customize the IP Address that the RemoteDeployer will listen on.
