https://github.com/apache/sling/blob/trunk/testing/http/clients/src/main/java/org/apache/sling/testing/clients/osgi/OsgiConsoleClient.java#L342  doesn't wait for the affected bundle to be restarted. 

We need a mechanism to wait for the bundle that's restarted after the config change.
