   [TUTORIAL][FIX] Fix VTA autotuning from tutorial fails with one PYNQ, but succeeds with two PYNQs

   Autotuning can do without `remote`. I use this way to tune Resnet18 on PYNQ Z1 and Faster-RCNN on  PYNQ ZCU104. Sometimes we only have one board available and this workaround works.
