This will be the way to go forward (by defaulting to the neutron way of doing security groups). However, there are some difficulties:
1. neutron and neutron security groups (extension) need to be supported on the provider
2. Network, subnet, port, security group, and rules (if needed) have to be created using settings that will work with the provider
3. The port has to be attached to the VM using the nova os-interface extension.
