UI plugin framework needs a way for plugin developers to add their own localization codes. This can be done via a 'dictionary.[locale].js' (where locale is 'en_US,' 'ja,' etc.) inside the plugin folder, which contains a dictionary object. This can then be passed dynamically to the plugin, or attached to the plugin's namespace.
