Should i recreate the JAR again

Hi

I am making a change in userconfig.xml file in FOP 0.25.
Should i recreate the JAR again using ant and deploy it.

Its just a XML file... does the JAR need to be recreated...
am a new bee to Java and XSL:FO... Please guide me through.
