I cannot reproduce this problem. My laptop runs PDT and log files have PDT times in them.
Our servers run UTC and the log files have UTC times in them.

HBase (actually log4j) uses the time and zone information provided by the OS.

Make sure the BIOS time is correct and set to UTC.  The OS will use the hardware clock unless NTP is up and running.
