Newbie Advice needed - Developping Environment

Hello ,

I am new to this. So please apologize if this is discussed frequently in
the list.
And all the installation guides I found couldn't help me out of this.

We are getting a bit confused about setting up a developement environement
with Tomcat 4.0.1

What we want to do:

Setup Tomcat on a Linux Mandrake 8.1 server .
Setup CVS on the same server
 Our application have a static part whith html files and a spare parts
store which should be programmed using
JSP and Beans Technologie .
Do we need any additionel Web Server like  Apache or any Application Server
like Jboss?

The developpers should work from their office PC using a IDE. We decided to
use NetBeans to start with.
Cause of the complexity of the store application we would like to follow
the MVC Modell. I think of installing Strouts,
or can Neatbeans ( any modules ? ) do the Job ?

The application should be deployed for testing on the Tomcat Linux Server.
Deployment for production should be
on a different server which is not defined so far.

Thanks for any hints putting me into the right direction.
