   I don't think this will automatically enable lapack when found.  The only action that gets performed here is setting LAPACK to 0, i.e. disabling it.  So this change is saying if LAPACK has been manually set to 1, don't reset it to 0 if your lapack lib happens to be in /usr/lib64.
   
   For the linker search path, on my platform (Amazon Linux) /usr/lib64 is on the path.
