[jira] [Updated] (QUICKSTEP-82) Clean release compilation and trial
guide

Jignesh Patel updated QUICKSTEP-82:
-----------------------------------
Description:
As we start making releases, it would be nice if we had a file README in the root directory that contained a step-by-step instruction for anyone to download the release tar file and compile and test the code. The file should be self-contained (i.e. not point to instructions in other file and/or wiki pages), and be as simple as possible.
Note we have an existing README.md file, which can remain the same. Julian's example of how Calcite does this is a good model to follow, so that from this new README file one can chase the other .md files.
