Resolution: Won't Fix
Closing as 'Won't Fix' because I'm assuming we'll stick to a strategy of preserving all (non-buggy) commons-codec-1.3.jar behaviour.
If people want to change behaviour, something like this can be re-opened as a 'New Feature' ticket rather than a bug.
