HARMONY-5609 is still hanging around

Hi all,

It seems that HARMONY-5609 is still hanging around, even though it is
resolved. The zip file is corrupted and checksums wont match. This leads to
a build failure.

I've checked the file on the server, as have the XML folk, and it is not 
corrupt, so the problem is likely with the download mechanism.

You should specify an alternate download location in the properties file 
that is more suitable to your geography, or manually download the 
dependency and drop it in the right directory.
