[VOTE RESULT] Struts 1.3.7

The votes are in.

+1 for GA
+1 for Beta.

We don't have enough votes yet for a GA, but less important is the fact 
that there was an important issue needing resolution. Thus, 1.3.8 will 
be rolled this weekend to address it.
