Enable WS request logging.

In ducc.properties, use ducc.ws.requestLog.RetainDays = <value> to control number of days to retain.  The value 0 disables recording altogether.
Changing the value requires WS restart to become effective.

Logs are written to DUCC_HOME/logs/webserver.
