[PR] Send an identifying User-Agent on HTTP requests [maven-project-info-reports-plugin]

slachiewicz opened a new pull request, #659:

   Every URL the plugin fetches (license texts, mailing-list archives) now carries `User-Agent: maven-project-info-reports-plugin/<version> (+https://maven.apache.org/plugins/maven-project-info-reports-plugin/)` instead of the JDK default `Java/<version>`, so site operators can identify the traffic and find this project. Addresses the first ask in #586; the caching question there stays open.
   
   The version comes from the plugin's own `pom.properties` on the classpath and falls back to `unknown`.
   
   Verified: `mvn verify -Dtest=ProjectInfoReportUtilsTest` under JDK 21 → 3 tests pass.
