inheriting xs:anyAttribute by restriction

Hi,

Xerces 2.6.2 behaves as if derivation by restriction inherits attributes
by default (i.e. without repeating them in the derived type definition),
which I understand to be correct. It also behaves as xs:anyAttribute is
not inherited by default in the same manner. I'm not having any luck
finding the relevant bit in the spec, but can someone point me to the
section that determines this? Or else tell me if it's not correct--but
I'm assuming it is, since Xerces seems to have a really good track
record of conformance these days
