[PR] fix: add scanning patch [tsfile]

   Fixed #972.
   
   ## What's changed
   
   - Continue scanning when a page returns an empty TsBlock after filtering.
   - Add regression coverage for single/multiple columns, serial/parallel reads, and time-range boundaries.
   
   ## Test
   
   - Regression tests fail before the fix and pass afterward.
   - C++ tests: 754 passed, 3 skipped; CLI excluded due to an unrelated upstream build failure.
   - Formatting and diff checks passed.
