Currently all the messages in AXIOM are in English. So I'd prefer to have them I18N supported.

Yeah, we are taking help from Axis 1.x wherever possible and we took the I18N stuff from Axis 1.x.
You can have a look at that in commons module, org.apache.axis2.i18n.
What I meant here is to fill the resource bundle with the messages in OM with support from commons module.
