Building the release binary

I just had a thought, when I used the M3 binary build it was packaged in an
archive with all the files at the root level. Is the docs/release/RELEASE-
TODO.txt still relevant? If so can we have the binary packaged in an archive
with only one directory at the root.

jetspeed-2.0.tar.gz -> jetspeed-2.0 -> all files and folders
jetspeed-2.0.zip -> jetspeed-2.0 -> all files and folders
