Jira Contributors Group and How to Get Added to it

Hi Everyone

This is a quick reminder to mention that we have put in place a process
where contributors can assign themselves to a Jira issue while they are
working on it. (e.g while preparing a patch or testing etc). This helps to
give visibility and also helps stop duplicated effort.

To be added to the Jira Contributors group, you need to file an ICLA with
the ASF. Please see link the mailing list thread

Please see the link below for details about what an ICLA is and why we need
one. (Note we also maintain a list of wiki and Jira contributors here too)

Once the ICLA is filed you will be added to the Jira Contributors group.

I try to do regular reviews to make sure the group and permissions are up to
date but if I've missed someone then please let me know.
