Why does POI javadoc not include scratchpad classes?

I noticed that the javadoc for POI does not include the scratchpad
classes.  Is this intentional?  Is the Javadoc for these classes provide
somewhere else?

The javadocs do cover the scratchpad classes.

Head over to http://jakarta.apache.org/poi/apidocs/index.html and try a 
few things, like:
