removal of etc/dtd/web-app_2_3.dtd
We still have etc/dtd/web-app_2_3.dtd in our project structure, I think it
can be removed.
Does anybody still need it ?

I thought it was put there in order to run JSPWiki in a BEA WLS ?

+1 for removal. Question: does this also imply we can remove the DTD/
entity custom resolver stuff from WebContainerAuthorizer? (Which was
put there for DTDs, and might not be needed for schema?)
