* The mvnsite step invokes shelldocs script. This fails to run on Windows since this script is written in Bash, which Windows can't execute natively.

### Description of PR
* The mvnsite step invokes shelldocs
script. This fails to run on Windows
since this script is written in Bash,
which Windows can't execute natively.
* Thus, we must run this script through
Bash on Windows.

Jenkins CI validation.
