[PR] Add .claude and .cursor to gitignore and build validation exclusions [pinot]

## Summary
- Add `.claude/` (Claude Code) to `.gitignore` alongside other AI tool directories
- Add `.claude/**` and `.cursor/**` exclusions to the RAT plugin
- Add the full set of GenAI config directory exclusions to `license-maven-plugin` (was previously missing all of them, unlike the RAT plugin which already had most)
## Test plan
- [x] `./mvnw license:check -pl . -N` passes
- [x] `./mvnw apache-rat:check -pl . -N` passes
- [x] `./mvnw checkstyle:check -pl . -N` passes (no changes needed — only scans `src/`)
