Time to close in on 0.3.0

Team,

We already have quite a few things on the 0.3.0 release.  Recommend we
defer anything new to a later release focus on closing out things in
patch review state.  Items not critical for 0.3.0 but for which
completion isn't near should push out.

Anything people are *really* needing to see in 0.3.0 that they want to flag?

This release warrants considerable testing.  Several changes are
included that impact how the content repository works (dramatically
faster) and how provenance indexing works (multi-threaded).  It also
addresses issues people have had with controller service behavior
since we moved them into UI management.
