Axis2 - "Inactivate Service" on appserver restart

Good Morning,

I read through Axis 2 documentation a month or so back, and thought I read 
there was a file that could be maintained that would allow the service to 
indicate it's initial state of stopped/started/activated/inactivated.

Is there a file or any other mechanism that an administrator could 
maintain to persist the desired state of a  service on an Appserver 
restart.
