PR #44 (mod_header and Server:) not a bug?

    In looking through the bugdb, PR #44 reports that the Server: header
    cannot be modified by the Header directive.  In looking at the
    documentation for the directive, this fact is explicitly called out
    as a restriction.

    If that's the case (and it's unclear how long this has been
    documented), it looks as though this "critical severity" PR can
    probably be closed with "that's the way it['s supposed to] work[s]".
