By virtue of using isMember() on TM. I am not certain whether or not this is intended behavior. Maybe forced token removal is enough in gossip, and storage service need only be notified when a joined node leaves. Should confirm.

This is intended because a bootstrapping node that is not a member is a fatclient, and gets evicted by the gossiper after being down for ~30s.
