   dfdl specification section 6.2, table 2 describes newVariableInstance element.
   
   Here is the example,
   
   <xs:annotation>
        <xs:appinfo source="http://www.ogf.org/dfdl/">            
              <dfdl:newVariableInstance ref="test"  type="xs:string" external="false" defaultValue="0"/>
        </xs:appinfo>
   </xs:annotation>
