Can we put nph-test-cgi back in the cgi-bin directory?

Since Alexei and others noted that test-cgi itself is a security problem,
howbout we remove that and create an nph version of printenv?  I know
printenv is a perl script and not a shell script, but I think purging
ourselves of all shell scripts period would be a good thing...
