Dump from new and load to old

Hi,

A friend of mine needs to dump a repo created with svn 1.4 and load it
into a new repo created with svn 1.3.2 (an older version). For some
reason, the load fails. I think it should be possible to do that load,
but he argues that it's only possible to migrate a repo from and old
version to a new one, and not the contrary. Is that true?
