When provisioning a new cluster, agent heartbeats are throwing exceptions before cluster deployment even begins. It seems as though Ambari thinks that there is already a cluster and services installed. Because of this, agents are receiving alert definition commands too early.
The heartbeat handler should not throw AmbariException; instead, it should catch AmbariExceptions so that the heartbeat is processed correctly.
