[jmx_mc_gso09] Queue Operations view needs a refresh button

The 'Operations' tab on the Queue does not have a refresh button. 

This requires users to navigate away and back again for the content to change.

Having a refresh button or other form of updating would allow users not to need to navigate away to refresh the contents.

The console will have an automated refresh system (QPID-1947 : its functionally done, for addition later after some tweaks and resolving a largish layout issue with the toolbar) allowing users to select frequency of updates. Additionally, the main toolbar refresh button already allows the data to be refreshed and it will be made more obvious thats what its for (theres a keyboard shortcut too iirc).
