does "recording.c" create the screen recording/key events raw file?

Trying again to get some advice. I'm also cool with paying for a few hours
of someone's time if that's a better way to get direction. If anyone is
available for that, let me know!

My question:

Is recording.c the file that dictates the writing of the screen
recording/key events raw file?
