If I run Apache2 on a VPS I can see from the error.log when the server restarts
or reloads. However this is not the case for a shared hosting environment where
you have only access to domain specific error.log-s. Detecting a server reload
is important, because some programs need to be informed about a possible
SSL-certificate change or changes in the configuration. This is f.i. the case
for an automatic implementation of DANE, where the TLSA DNS-RR must be updated
on a certificate change. This may be the only way to provide DANE for a
specific Apache user.
  Would it be possible to create an option for broadcasting reload/restart
messages to domain specific error.log-s? If nothing speaks against it, I would
also welcome this as a default behaviour.
