Current travis build VM is still using xenial (16.04) as base. Updates to this image caused build breaks.
Updating to a more recent build environment (same as for apache/openwhisk -> https://github.com/apache/openwhisk/blob/master/.travis.yml) should reduce these from happening.

The go unit tests also test the invocation of some python actions using the python of the travis build vm. With focal only python3 is available which has a more strict type checking than earlier versions. This required an adaption in the unit test code. This change is also valid for previous python versions.

The test cases show a failure. Looking into this how to fix it. Will get back here when I have an update.
