Hi Chatree/Paul,

I think we can leave this as it is. Because if we setMinimalDaysInFirstWeek(4) then 1Jan will be last week of year in the above example. 
So IMO we can go with existing flow (locale based) and if anyone want to change they can customize the service and use it as per need.
