The JobStatus FAILURE_BEFORE_EXECUTION was not very clear to me. Looking at the code it seemed that REJECTED (or something similar) would describe the current use of the status better.
Also, we should consider to extend the IJobCapacityController.JobSubmissionStatus with a REJECT state to report rejection (instead of transporting the information through an exception).
