AFTER_START_EVENT

Hi,

I am wondering  whether the AFTER_START_EVENT when fired from Service really 
means that the Service is started.
It is after the start() of Container and Connectors, so that sound ok.

I want to use it check that the Tomcat is started (applications deployed and 
connectors bind to the ports).
Any comments?
