[DISCUSS] Persistent Networks without running a VM

Hi,

I would like to propose a new feature for persistent networks without
running VMs. I have created a JIRA ticket and provided the requirements at
the following location. Please provide feedback on the requirements.

I'm currently providing shared storage within a client's network from physical HW.
I'm currently not allowing our client's to shut down all their VMs in the same time :)

Addition to the requirements:
- Usage must reflect that the network is in use even if there are no running VM (maybe it does already, just wanted to make sure)
