compile problem with SVGElementImpl.java

Hi,

I've been struggling with a compile problem (the 2nd time I try to
compile it, it gave bullshit errors which sent me down the wrong
track).  Apparently SVGElementImpl is missing a 'public boolean
hasAttributes()' function. Adding a bogus function which always returns
true "fixes" the problem.

I've used latest cvs. Downloaded latest xalan and xerces (I tried also
the CVS versions).
