We should use RAT to do this, it checks files for licence headers and will report those that are not licenced correctly. It will also automatically add licence headers to missing files if you want it to.

There is an ANT task for it, so it's a case of configuring that.

We should also ask Gaving to add it to the buildbot when we have the config setup.
