I took a complete break over Thanksgiving. I used pretty much what you
quoted below except I believe that the "F:\test" should read "F:/test". When
I left work last week I was getting a "Page cannot be found" message. When I
got back this morning the Alias appears to be working.
 
I know I stopped and started Apache last week so I'm a little puzzled
however my thanks to everyone for the help provided. This is great! Maybe
the break was all I needed!

This works fine for me.  I'm using 2.0.43 on NT4 and w2k.  I'm not sure if
the quotation marks are necessary.  I've just always put them on. 
Alias /test "F:\test"
<Directory "F:\test">
    Options Indexes FollowSymLinks
</Directory>
