Where there is no zone, go to Network menu > Guest Networks section > click "Add Isolated Guest Network" dialog => dialog fails to pop up.
Because NetworkOffering dropdown depends on Zone dropdown, and Zone dropdown doesn't have any option, dialog.js fails to handle this scenario.
