Cordova 3.6 still uses 'windows8' merges folder for 'windows' platform; 'windows' merges folder is not supported at all.

For backward compatibility and for smooth transition from 'windows8' to 'windows' platform (upgrade scenario) we should support both 'windows' and 'windows8' merges folders.
