Need an optoin to not overwrite existing Server: header

A proxy MUST forward single valued Server response header. I suggest we extend the option

CONFIG proxy.config.http.response_server_enabled INT 1


to have an additional setting, "2", which means insert the Server: header, but only if there is none in the response from the Origin server.
