comment nodes in publication xslts are being eaten somewhere.
we should preserve them by default. apart from enabling the users to comment
their XHTML output if the need arises, preserving comments is also important for
standards-compliant IE browser hacks using constructs like

<link rel="stylesheet" type="text/css" href="/style-brokenbrowser.css" />
<![endif]-->

somebody on the user list contributed a patch to strip_namespaces.xsl a while
ago that seems to do the trick.
